He was born on October 15, 1943 in Hearne to Jesse Kenner Reinhardt Sr. and Roger Alice Moody Reinhardt. His mother lost her battle with cancer at a young age and his father would later remarry but Kenner would decide to stay in Franklin with his grandparents. After high school, Kenner would attend Blinn College in Brenham and later Sam Houston State University where he would earn his Bachelor and Master's degree. It was at Sam Houston that Kenner would meet his future wife Elizabeth Ann White. They married on February 22, 1969 and settled in Franklin. They were blessed with fifty-three years of marriage and three children.

He was also a member of the Masonic Lodge 359, Order of the Eastern Star 311, Franklin Lions Club, Shriners, Scottish Rites and the Sons of the Republic of Texas. Kenner also served on the Franklin City Council. He took great pride in selling barbeque briskets and ribs, along with his fellow Masons, each spring to raise money for the Franklin High School Building Towards the Future Night which provided money to graduating seniors to use toward furthering their education.
